Huayang Maritime Center (hereinafter called Huayang) was established in 1995, and now is part of China Waterborne Transport Research Institute. Huayang has now become a state-owned group-running enterprise mainly focusing on full shipping chain business and information technology development. Huayang has set up a service network covering major market places worldwide with institutions and offices in key regions of mainland China, Hong Kong, Singapore, Myanmar, Greece etc.


1995-1998

Approved by the Ministry of Transport of the People's Republic of China, Huayang Maritime Center was founded in Beijing. (1995)

Huayang's headquarter office location changed from the former Ministry of Transport Guesthouse to Langang Building outside Guang'anmen (now demolished). (1995)

Beijing Marine Travel Agency Co. Ltd, a holding company of Huayang, was established.(1996)

Huayang launched the business of ship survey repair and supervision for foreign vessels. (1996)

A ship service joint venture was established by Huayang and Wilhemssen Group of Norway. (1996)

The head office was relocated to the Business Club southeast of the East Gate of the Temple of Heaven (now demolished). (1997)

Huayang signed the first crew manning contract with a Singaporean shipowner, commencing crew manning business. (1998)

Huayang launched, with a US partner, the Beijing Jianfeng Computer System Co., Ltd. Started software development and IT business. (1998)

2000-2004

The head office moved to Tonglian Building in Chaoyang District, Beijing. (2000)

Huayang signed a full crew manning contract for a bulk carrier with a Japanese shipowner named Pioneer Corporation. (2000)

Huayang received the ISO9002 quality system certification and the DNV (Norwegian Classification Society) crew management rules certification. (2000)

Huayang's domestic coastal service network was formed. (2002)

Began the construction of Huayang's "Mother River" greening base in the Xiaolangdi Reservoir area of the Yellow River. (2003)

Huayang obtained its trademark registration from China State Trademark Bureau.(2004)

Marshall Islands flagged vessel inspection services within China under authorization from the Marshall Islands.(2004)

2005-2008

The number of Huayang employees exceeded 300. (2005)

Established Wuhan Huayang Maritime Services Co., Ltd., extending the shipping service network to the main riverside areas. (2006)

Huayang Group's annual revenue exceeded one hundred million RMB. (2007)

Created the China Shipping Services Network (CNSS). (2007)

Signed a workboat import agency contract with Qingdao Pilot Station and started port tugboat and short-sea small vessel management services. (2007)

Beijing Huayang Junfeng Information Engineering Co., Ltd., a holding IT company of Huayang, obtained the dual-soft qualification certification (a certification for software enterprises in China). (2008)

Entered the field of ship management, managing the first offshore official vessel. (2008)

Huayang was accredited with the second-level qualification certification for IT system integration. (2008)

Crew Labor Services Division was set up. (2008)

2009-2013

The number of  crew manned exceeded 10,000 annually. (2009)

Authorized by Panama to be the first domestic consular-level service provider for Panama flagged  vessel registration and inspection. (2009)

Huayang 15th Anniversary Concert was held to commemorate its 15th birthday. (2009)

The Ship Management Division was established and obtained DOC certification and international ship management qualifications. (2010)

Managed the first large merchant ship, officially entering the international ship management business. (2010)

Huayang's ship management division and staff were relocated to the Tianjin office area.(2011)

Established a crew training center in cooperation with the Transport Management Cadre Institute. (2012)

Entered the ship ownership and management business in cooperation with Minsheng Leasing, reaching a bareboat charter cooperation for four 76,000-ton Panamax vessels, officially launching the shipping business. (2013)

Established Hong Kong Huayang Maritime Co., Ltd., extending Huayang's service network overseas. (2013)

2014-2017

Established Huayang (Singapore) Shipping Co., Ltd. (2014)

Collaborated with financial institutions to partake in the construction of two new 64,000-ton bulk carriers. (2014)

Huayang acquired its own vessel, the "Huayang Legend." (2015)

Began to establish scholarships and grants for maritime studies at Dalian Maritime University. (2015)

In response to the "Belt and Road" initiative, Myanmar Huayang Maritime Services Co., Ltd. was established. (2015)

Huayang[s higher management authority was transferred from MSA to  WTI (Waterborne Transport  Institute) of the Ministry of Transport. (2016)

Successfully held the first Zheng He Nautical Charts selection event. (2017)

Took over the management of chemical tankers and large scientific research vessels, further diversifying the types of ships managed. (2017)

2018-2019

Huayang obtained the qualifications for both domestic and international trade operations. (2018)

Proposed the goals of "Explorer of Shipping Business Model Reconstruction; Leader in Maritime Technical Services; Promoter of Shipping Technology Transformation; Disseminator of Modern Maritime Culture." (2018)

Luoyang Huayang was awarded the Patriotic Education Demonstration Base by Luoyang City. (2018)

Established Huayang Maritime (Tianjin) Human Resources Co., Ltd. and Huayang Xinhang (Beijing) Ship Technology Co., Ltd., kickstarting the comprehensive reform of Huayang.(2018)

Huayang Maritime Center completed its corporate restructuring, changing its business nature to a limited liability company and its name to "Huayang Maritime Center Co., Ltd."(2019)

Consolidated the information sector, establishing the Information Division. (2019)

Huayang Group's annual revenue exceeded one billion. (2019)

Hosted the first China International Ship Technology and Safety Forum. (2019)

2020-2021

The number of deployed seafarers reached 15,000. (2020)

The OCEAN ANG vessel managed by Huayang rescued more than 40 drowning refugees in the Aegean Sea, earning commendations from the Hong Kong Marine Department and the Greek Coast Guard. (2020)

The Maritime Services Network (CNSS) took the lead in establishing the Port and Shipping New Media Alliance. (2020)

Established Jiuyang Shipping Co., Ltd. with partners, participating in and managing the first car carrier "Jiuyang Ji." (2020)

Huayang's office address was relocated to the Global Trade Center. (2021)

For the first time, the ship management business revenue exceeded 50 million yuan.(2021)

Took over two container ships, breaking new ground in container ship management.(2021)

Participated in and managed the country's first large car carrier "Jiuyang Xing." (2023)

Huayang operated and managed up to 40 vessels. (2024)

Funded by the China Maritime Service Center, Huayang Maritime Center (Huayang) was established in February 1995. At its inception, with a few employees, Huayang embarked on a difficult journey. While establishing strict regulations within the organization, the founders of Huayang managed to solve the three major bottlenecks that restricted the development of the company - funding, talent, and market, through innovative thinking. During this period, the ship engineering business developed rapidly, and crew manning began to take off. Through cooperation and exploration with foreign counterparts, the outward-looking development model of Huayang began to take shape.
In 1995, at the West Lake Hotel in Hangzhou, Zhejiang Province, Wanbang Group of Zhejiang and Marubeni Corporation of Japan held negotiations on the import of liquefied petroleum gas (LPG). Huayang helped them select the anchorage for transshipment of large vessels importing LPG and assisted to charter the feeder vessels for unloading and diverting the cargo.
In 1996, Huayang set up its first subsidiary company named the Beijing Haiyun Travel Agency. As a professional travel service provider, the Agency initially provided comprehensive professional travel services, undertaking various business and leisure travels, and hosted all kinds of conferences and exhibitions.
In 1996, the signing ceremony of the establishment of the joint venture was held between Huayang and Wilhelmsen, a Norwegian shipping group, Above is the scene in which Mr. Guo Jieping, the then GM of Huayang, and Wilhelmsen President signed the agreement contract.
In 1998, the Beijing Jianfeng Computer Systems Co., Ltd., a software development company invested by Huayang and other shareholders, was established in Beijing. Dr. Fan Jiao (in the middle of the picture), the founder of the company, was pictured together with the early staffers. 
In 2000, Huayang was accredited with the ISO9002 quality system certification and the DNV (Det Norske Veritas) certification for crew management business.
In 2000, a ship-owner from Japan visited Huayang, and, for the first time, Huayang crew manning entered Japanese ship owner market.
At the 2002 Huayang Annual Conference, group photo was taken for the management team. 
In 2004, Huayang was accredited with the exclusive corporate name trademark registration certificate from the China National Trademark Office.
In March 2004, Capt. Qian Yongchang, the former minister of Ministry of Transport, PRC, inspected the Huayang office in Beijing.
During the bi-annual conference of Huayang in 2005, a group photo was taken for the meeting attendees. The front line attendees were the then head office leaders, with Mr. Guo Jieping in the center left.
On July 11, 2005, during period of the first China Maritime Day ceremonies, Capt. Xu Zuyuan, former Vice Minister of Transport of PRC, visited the Maritime Day science exhibition hosted and prepared by Huayang.
In 2006, some of the Huayang personnel did the tree planting campaign in Luoyang Xiaolangdi Reservoir, as a way to fulfill Huayang’s social responsibility of greening Yellow River, the mother river of China.
In 2006, Huayang hosted and entertained some of its seafarers and their families who visited Beijing office.
In April 2009, Mr. Chen Aiping, the then Director-General of the Marine Safety Administration of China (MSA), visited and inspected Huayang office in Beijing.
The Huayang Year 2010 annual meeting was held in Haikou, Hainan Province.
On September 18, 2011, the Huayang ship management office was relocated in the Tianjin Binhai New Area.
In 2011, Capt. Xu Zuyuan, the former Vice Minister of Transport, and some MSA officials visited Huayang for inspection.
In 2012, a cooperative seafarer training center of Huayang and the Transportation Management Cadre Institute was established in Yanjiao, Hebei Province.
In 2013, the Japanese ship owner, TNKC visited Huayang office in Beijing and Huayang Yanjiao Crew Training Center.
The 2013 new staffer training was held at the Luoyang Huayang Conference Center, in Luoyang Henan Province.
On September 16, 2013, the naming ceremony of a bulk carrier, Huayang Pioneer, the first Huayang bare-boat chartered vessel, was held in Jiangdu Ship Yard, Jiangsu Province, which marked the beginning of Huayang ship operation business.
In 2014, Huayang held a commemorative ceremony for its 20th anniversary of founding.
In 2015, the Myanmar Huayang Maritime Service Co., Ltd. was established to do crew manning business locally. Capt Hong Junming was in the middle of photo.
On February 19, 2019, the Huayang's 2019 new seafarer training was held at the Yanjiao Crew Training Center.
On April 9, 2019, the separation ceremony of Huayang Maritime Center and China Maritime Service Center was held in Luoyang Huayang Conference Center. Meanwhile, Huayang was restructured from a state-owned enterprise into a limited liability company, and its name was changed to "Huayang Maritime Center Co. Ltd." after the restructuring.
In December 2019, Huayang held a summary and commendation meeting in WTI conference center.
On January 21, 2020, Mr. Fei Weijun, the then president of the WTI, and Mr. Zhang Baochen, the former president of WTI, visited Huayang.
In 2020, a shipping joint venture was established between Huayang Changjiu Logistics Co., Ltd. to engage in vehicle carrier operation. That year, the first second hand car carrier ship named Jiuyang Fortune (see the photo above) was delivered to the joint venture.
In 2021, M/V Ocean Ang, a bulker ship managed by Huayang, rescued more than 40 refugees in distress from the Aegean Sea. Huayang received commendation from the Hong Kong Marine Department and the Greek Coast Guard. This Picture is about the interview of the Capt. In 2021, Huayang was honored with the honor of "China National Transportation Poverty Alleviation Outstanding Achievements." These two pictures are the panoramic views of the Luoyang Huayang Afforestation Base before and now.
On October 18, 2021, the Hainan Huayang Maritime Technology Co., Ltd. was established. President Liu Shubin and Vice President Zhu Jianhua of the WTI, along with leaders from the Hainan MSA, witnessed the opening ceremony.
On July 11, 2023, the Zheng He Nautical Celebrity List Awards Ceremony for 2023, hosted by Huayang, was held. Mr. Liu Shubin, the president of WTI, presented awards to the "China Top Ten Ships of 2022." On the photo are the winners’ representatives and Mr. Liu Shubin.
On July 11, 2023, the 2023 China International Ship Technology and Safety Forum, organized by Huayang, was held in Cangzhou, Hebei. This photo is one episode of the dignitary dialogues.
On October 10, 2023, Huayang, in collaboration with Qingdao Free Trade Zone and Shandong Navigation Society, co-hosted the "2023 Science Research Ship (Official Ship) Management Innovation Development Conference" in Qingdao. Mr. Zhu Jianhua, the vice president of WTI, and Mr. Li Liqian, the GM of Huayang, attended this meeting.
On December 4, 2023, the delivery ceremony of its second car carrier, Jiuyang Blossom, bought by Huayang- Changjiu Joint Venture, was held in Shanghai. Some retired leaders and dignitaries from Hyundai Glovis Co., Ltd. of South Korea and BOC Aviation Leasing Co., Ltd. etc. attended the ceremony. Managed and manned by Huayang, Jiuyang Blossom was the first largest car carrier introduced in China. This picture is the attendee group photo.
In 2023, the Huayang held a crew seminar in Qinhuangdao, Hebei Province. More than 100 masters and chief engineers attended the seminar.
On March 10, 2024, the leadership of Dalian Maritime University (DMU) visited the "Yu Peng", under Huayang management, for work inspection. Mr. Xu Minqiang, the Party Secretary of DMU, and Mr. Shan Hongjun, the President of DMU, accompanied by Mr. Li Liqian, the GM of Huayang, attended the inspection.
In March, 2024, Huayang held its 2024 annul meeting at Luoyang Huayang Conference Center. Mr. Liu Shubin, the President of WTI attended the meeting and delivered speeches. This is the attendee group photo.
